Condicions generals

 

The Catalan Youth Agency (ACJ) is a public entity with legal personality which is affiliated with the Department of Social Welfare and Family, created via Law 6/2006, of 26 May 2006, with the purpose of providing youth services.

Its missions include the management, operation and maintenance of Catalonia’s Youth Hostel Network (Xanascat), which is comprised of 48 hostels, 20 of which are managed directly by the Agency.
Xanascat is a member of Hostelling International (HI), which is made up of more than 4,000 hostels in more than 80 countries around the world.

In order to use these facilities, you have to prove that you're an HI member with a youth hostel card in any form: individual, family or group. If you only want to use hostels occasionally and don’t have a youth hostel card, a specific supplement per person and per night is charged, so that users can enjoy the experience and, if they like it, become a member of the association by purchasing the card.

Xanascat hostels accept cards issued by any HI member state.

In Catalonia, you can get the youth hostel card at hostels, youth offices and youth information services.

1. Conditions of the stay

 

Reservations cannot exceed 5 overnight stays, although the hostel management can authorise a longer stay depending on occupancy.

If hostels are used without spending the night in them, a daily user fee will be applied.

The management of each facility is in charge of distributing the reserved places.

Xanascat offers the possibility of reserving beds in shared bedrooms with other hostel guests or private rooms. This latter option may entail a supplemental charge.

Special conditions for reservations over long weekends and school holidays, or any other dates chosen by Xanascat as special:

  • These reservations may be subject to advance terms and specific length and confirmation conditions. Users will be notified of this when they make the reservation or it is published on the Xanascat website.
  • They may also be subject to a supplementary deposit to guarantee the reservation, which cannot be reimbursed if the number of nights or people is partly or totally cancelled.

2. Rates

 

The Xanascat website (xanascat.gencat.cat) lists the hostels’ updated rates.

Rates:
A rate (adult): applied to people age 30 or older.

J rate (youth): applied to people aged 29 or younger.

G rate (group): applied to groups of 10 people or more with a group youth hostel card. This rate cannot be joined by any other promotion unless specifically stated otherwise.

Tourist tax: In accordance with Law 5/2012, of 20 March 2012, stays at Xanascat hostels are subject to the tourist tax.

The reservation sheet includes information on the tax and lists possible exemptions.

3. Discounts and promotions

 

Xanascat offers a range of discounts and promotions which are outlined on the Xanascat website.

In order to benefit from the discounts and promotions, you must have a youth hostel card or be a member of the Federació d’Entitats Excursionistes de Catalunya (Federation of Hiking Organisations of Catalonia), be a member of a large or single-parent family that is a beneficiary of the certificate issued by DTSF, hold a Youth Card or be the beneficiary of any other discount or promotion that states this. It is essential to show the necessary documentation.

Discounts and promotions offered by the ACJ cannot be used at the same time unless otherwise stated in the promotion, and they are only applied to overnight and meal services, but never to supplements. To use them, you must show the necessary documentation that makes you eligible for it when you arrive at the hostel.

Highlighted discounts:

  •  Children's and youth organisations listed by the Directorate General of Youth get a 15% discount on the G rate in the services they use.
     
  •  Children up to age 3 have a 100% discount on overnight stays and a 50% discount on the J rate for meals.
     
  • Children age 4 to 6 have a 50% discount on both overnight stays and the J rate for meals.
     
  • Children up to age 13 have a 25% discount on both overnight stays and J rate for meals.
     
  • The discounts for children up to age 3, ages 4 to 6 and ages 7 to 13 are promotions and therefore cannot be used with any other discount or promotion unless specifically stated otherwise.
     
  • The G rate can be applied to all reservations for 15 people or more made at the same time with a single invoice. No member of the reservation will be given another rate or promotion unless there are children under the age of 13. They can enjoy their promotion as long as they are outside the minimum required 15 people needed to be eligible for the group promotion. Each person has to have an individual or family youth hostel card, whichever is applicable.
     
  • Places in promotion are limited. The ACJ reserves the right to change or eliminate any promotion or discount in any way related to its content without prior notice.

 

4. Reservations

 

Reservations can be made at Xanascat hostels via the Xanascat reservation centre by telephone (+34) 93 483 83 63; by email, reserves.xanascat@gencat.cat; by Internet, on the Xanascat website, xanascat.gencat.cat; or directly at the hostels.

Deposits:

To formalise a reservation, the corresponding deposit must be paid.

The ACJ provides users with the documentation needed to pay the deposit via the bar code corresponding to the reservation. The deposit may be paid via the services of Caixabank (partner organisation): ServiCaixa, Línia Oberta, credit card from any bank or in person at the bank's offices.

For reservations made online, the deposit can be paid via credit or debit card when making the reservation.

All Caixabank Visa, MasterCard, JCB, 6000 and Visa-Mòbil cards are accepted. Visa Electron cards from other banks are not accepted.

The ACJ reserves the right to change or extend the terms of payment in number or date, and even to require payment of 100% of the services contracted in advance.

Reservation confirmation:

The reservation centre provides each user with a reservation confirmation number or code which guarantees the user the place(s) in each hostel. This number appears on the reservation receipt.

The reservation is confirmed once the deposit has been paid within the stipulated timeframe. If it is not, the ACJ reserves the right to cancel the reservation without prior notice or right of appeal.

The rest of the amount for the stay, except in 100% deposits, should be paid upon arrival at the hostel through an approved bank check, credit card or bank transfer before departure day.
 

5. Cancellations

 

Users may terminate all the services contracted at any time and have the right to reimbursement of the amounts paid; however, they must pay the ACJ for the handling expenses (online reservation, document processing and bank processing) and cancellation expenses (caused by cancelling places and the contracting and purchase of the supplies needed to guarantee the quality of the service) with the amount already paid, always with a minimum of 10 euros, according to the following schedule:

The timelines in these tables begin at 12 midnight on the day that the notification of cancellation of the services (partial or total) is received and until 12 midnight on arrival day.

In reservation cancellations made in the 24 hours prior to 12 midnight on arrival day, the price of any meals reserved for the first day of the stay must also be paid.

In all cases, please bear in mind that any additional expense caused by cancelling activities will be added to the aforementioned cancellation expenses.

Partial cancellations
Cancellations of places or nights within a reservation are subject to cancellation expenses equivalent to the entire reservation in terms of the timeframes and are applied proportionally to the number of people and nights cancelled.

Individual and family reservations that do not show up on arrival day without prior notice must pay the Catalan Youth Agency the equivalent of 100% of the first night’s stay and 50% of the other nights for each of the places or services cancelled.

For groups, any cancellation of the places confirmed via payment of a deposit up to 10% of the total number of people initially on the reservation will not be taken into account as long as the hostel or the reservation centre is notified directly prior to arrival. If the cancellation accounts for more than 10% of the reservation, the expenses will only be applied to the places over this percentage, according to the above schedule.

If no notification is received of the cancellation, 100% of the amount of the first night's stay must be paid, and cancellation expenses will be applied to 25% of the total amount of the rest of the stay for each place not occupied.

Reservation cancellations must be provided in writing and confirmed by both parties.

In all reservations that cause management and cancellation expenses because of a reduction in the number of places and that are ultimately cancelled, the ACJ must be paid the expenses for the partial and total cancellation of the reservation.

The ACJ can change the accommodations or activities contracted by the user up to 24 hours before arrival day via prior notification. In these cases, the user has to answer the notification within three days after receipt and must choose one of the following alternatives: 1) terminate the contract without indemnification by either party; b) do an activity or accept other accommodations in the same category.

The ACJ accepts no responsibility for reservation cancellations in hostels due to force majeure (unforeseeable or inevitable).

6. Specific programmes

 

The characteristics of some of Xanascat's programmes (The Summer is Yours, Family Holidays and others) mean that they are governed by general particular contracting and reservation conditions.

7. Users’ rights and responsibilities

 

The use of the hostels implies the user's acceptance of these general conditions and the internal rules of each hostel, which regulate the mealtimes, the cleaning of the spaces and silence at night, among other factors geared at fostering peaceful coexistence and a high-quality service.

The people in charge of groups have full economic and legal responsibility for the groups, including the behaviour of their members.

Any damage caused to the facility during the stay will be assessed by the person in charge of the hostel and may require economic compensation, which must be paid on the spot. If they are detected after the fact, an invoice specifying them will be issued and sent to the user.

The ACJ has inspected each of the Xanascat hostels. The information and descriptions contained in the hostels’ different information channels are offered in good faith. However, the ACJ accepts no responsibility for the exhaustiveness, accuracy, reliability, validity and lack of errors in the aforementioned descriptions and information.

Groups with at least 6 minors who are not families and have an educational, cultural, training or social purpose must fulfil the stipulations of Decree 137/2003, of 10 June 2003, regulating educational free-time activities in which minors under the age of 18 participate.

Users are hereby notified that in compliance with Order IRP/418/2010, of 5 August 2010, any person legally of age when arriving at the hostel must provide their national ID card (DNI) or another valid identification document so their personal data can be shared with the Registry of Travellers with the Directorate General of Police. The document will immediately be returned to the user. In the case of groups or families with minors, the person in charge must sign the affidavit that comes with the reservation stating that they have the authorisations required.

8. Food allergies or intolerances

 

The ACJ has a food allergy and intolerance protocol with the goal of guaranteeing a proper meal service during the stay at the hostel. Users are informed about this protocol when making the reservation.

To properly fulfil the protocol, the food allergy and intolerance form, duly filled out for the interested person, or their parent or guardian in the case of minors, must reach the hostel at least 15 days in advance.

If this information is not provided, the ACJ reserves the right not to serve the meals during the stay if it cannot guarantee the health of the person who states that they have a food allergy or intolerance, and it is exonerated from any liability if this person any allergic reaction or intolerance known by the person is displayed.

9. LOPD

 

In compliance with article 5 of Organic Law 15/1999, of 13 December 1999, on the protection of personal data, the personal data that users provide when making the reservation will be added to the ‘Reservations’ file. The purpose of this file is to fulfil accommodation reservations, provide services and invoice them.

The unit in charge of the file is the Catalan Youth Agency, and the data collected are stored with all the legally stipulated security and confidentiality measures.

Anyone who makes a reservation has the right to access, rectify or cancel the data they provided and object to their processing under the conditions stipulated by the laws in force. To exercise these rights, the interested person should write to the ACJ by post (Calàbria, 147, 08015 Barcelona) or email (sent to recepció.acjoventut@gencat.cat, signed electronically with their electronic DNI or a digital certificate issued by CATCert).

 

By confirming the reservation and providing a signature upon arrival, users are authorising the unit in charge of the file to process their data for the aforementioned purposes.
